A中Between...and...的位置不同一般是作者为了避免歧义而这样做的，因此是可以接受的。

B中明显存在语法错误，应该是过去完成或者过去式；至于Between...and...有歧义，我觉得有些牵强。

我觉得between这个状语的位置不能改变...

1. constuction是在这个时间段完成的.如果像b那样放在句尾, 有变成修饰lead这个动作的嫌疑. 其实按照常理, construction of是应该连在一起比较好的, 但是这里比较特殊, 如果连在一起, 有可能会导致歧义.

2. 如果确定between...是修饰construction的, 那么没什么理由用have led...

不过考试的时候怎么有时间想这么仔细...

I prefer A to B
首先，是between 1876 and 1904这个插入语的问题。A、B明显意思不一样，就如前面某位NN所说“A表明的是这个时间建造了这个系统；B表明的是这个系统在这个时间服务于Boston，好像其他时间就不服务了”，所以，B改变了句意。
其次，时态问题。B无需用现在完成时，虽然XDF是有现在完成时的两种用法的说法，且是合理的，但B不属于时间段的现在完成时情况（且一般情况下这个时间段是由from... to ...表示的），这个between ... and...是修饰system的而不是concerns, 谓语动词lead to的施动者是concerns,所以，这个句子只是一个对过去事实的陈述，应该用一般过去时。

愚见：首先，时态没问题，过去时和完成时都可以，因为并没有明确的时间标志说必须要用哪个时态。
其次，between...and...是时间状语，位置可以相对灵活。如果没有“to serve...”这一段的话，当然放到“of three separate sewer systems”后面更合适。但是为什么要把它放到construction后面呢？是因为"to serve..."要作为定语修饰“three separate sewer systems”，离它越近越好。B选项里面"to serve..."距离"sewer systems"有点远了。

我不认为：A中的意思是（过去）人们的concern使得1876-1904间的construction为Boston服务；B中的意思，人们（现在）的concern使得在1876-1904之间完成的construction在现在为boston服务；
两者意思都可以说的过去。

这题最后的split应该是修饰介词短语时可能会产生的修饰对象的指代不清：
construction between 1876 and 1904 of three separate sewer systems to serve
这个表达中每一个修饰都不会产生歧义，between 1876 and 1904修饰construction;of three separate system也只能修饰construction.
construction of three separate sewer systems between 1876 and 1904 to serve
这里的介词短语的修饰会产生歧义，因为between 1876 and 1904既可以修饰construction 也可以修饰system。因此违背了GMAT efficient expression的原则。这类表达在报纸上可能看到，但在GMAT世界则是表达大忌。

OG最后一个句子，可以看出GMAC对修饰成分的放置多么注意：
