B的时态没有问题，between ... and ... 不是修饰谓语的，而且用现在完成时意思也很好；between ... and ... 修饰A of B结构的中心词construction好像也无可厚非

A的表达应该是awkward

between的位置有很大的不同在意思上。A表明的是这个时间建造了这个系统。B表明的是这个系统在这个时间服务于BOSTON，好象其他时间就不服务了。

在这里leading to 的确可以修饰public health, 但如果在public health后面有一个逗号，那就不会有问题 - leading to can modify concerns only. 请参考我在另一个贴子里的回复.
