我也是因为 the construction 和其修饰词“of three separate sewer systems “分的太远而直接排除了a，错选了b，可是难道B的动词时态一定就不对马？

B的时态肯定错，the construction between 1876 and 1904表明construction这个动作开始于过去结束于过去，和现在没有任何关系，所以现在完成时错，只能用一般过去时；between 1876 and 1904作为一个时间状语的插入成分修饰construction这个动作性名词是可以接受的。

This question is so wield.

A. construction between 1876 and 1904 of three separate sewer systems is considered wrong structure in many of OG SC.

But B. have led to - obviously wrong.

I doublt if B should be "had led to", then I will choose B. Other comments?

led和construction是发生在同一个时间的动作，其实没有明显的先后关系，所以用过完是没有必要的。

我也错选了B，现在想想还是A对。

大段的时间概念应该用完成时，但是这里的between 1876 and 1904是修饰construction，而并不是说lead这个动作，所以lead应该只是发生在过去的一个动作，应该选A。ETS阴我们。

A：那个插入语一样的东东确实很碍眼，但无伤大体；疑问：如果把between 1876 and 1904后置，会不会产生歧义，这个时间状语会修饰整个句子，本来如果仅仅放到construction后面的话好像就是说1876-1904的建设，但是方最后的话好像是在说1876年到1904年，对于公共卫生的关注导致了……的建设？（存疑）
