我觉得，used to genetically enhance plants 是修饰techniques的，使句子很清楚——“运用相同的技术（曾用于基因水平上enhance plants），科学家可以使……”。

是这样吧。。

一个是researchers employ the techniques, 另一个是 techniques uesd to enhance plants   不重复得。（个人拙见~）
