so.....as to 是表示结果。
以上两种使用情况都和题目中情形不一样。所以楼主可以和prep句子对比下看看

so as to  肯定不对！！！ 因为so as to 必须指代同一个主语，而so that 可以是不同的主语。 我很确定这点！！

第二题选择B。 that 修饰expections。 而且。。一看到EXPECTIONS/ ESTIMATED 等等这种推测次。。直接找will 或would !!
