个人感觉D 不对，财产税收的是县里所有财产的税，又不是只收学生家长的财产，这个跟题目无关，C 说的是私立学校，无关，至于A，本来就HAVE LEFT，也无关，按E 的说法，税收肯定不会增加，那就不是not necessarily ， 只有B 合适了，a shopping mall likely to draw ，不是一定会DRAW，题目说的就是implementation of the plan would not necessarily reduce the amount of money going to Aroca County public schools，正好对应。

我一开始选D 但答案是B

题目的目标就是要能解释  "如何才能增加消费税"

当初也在B和D之间考虑

后来选D是因为 我想成 选项B不知道能吸引多少外县市人来购物

但是D可以保证学生的家长都会被抽到消费税, 我是想像成类似自给自足的概念

基于这个概念...错选了D阿

但看了讨论串还是不知道为什么B对....................

D: property tax 总量是固定的，不论是不是租房住，房东也要给property tax。减税和题目无关，起迷惑作用。

本来我也选D，看过版上讨论B、D之后的差异后，虽认同B亦对，但D尚无错的道理。

不等式右边不变（因为已经成为固定的过去式），如果要把<变成=，只有增加不等式左边的数值

看完后我仍认为要使 retail sales*3% =the amount collected thoutgh property taxes，动等号左右边都可以；

 answer B动了等号左边，answer D动了等号右邊

但看了lawyer 大的帖子后，发现原文:Three percent of current retail sales is less than the amount collected through property taxes, but  plan would not necessarily reduce the amount .

若留意到current，则D必错，因为目前实施此方案结果

retail  sales*3%
                    正小於 the amount collected thoutgh property taxes，

(answer D中没被抽到税的人的影响已被估进去了!)。故只能增加 retail sales → B
