问题在于细微的差别的体会

b会吸引邻县的购买者，但是吸引多少？多10%？多1%？都可以，没说所以比较弱

d很大部分的父母不交房屋税，所以加强的程度要明显大于b所以是个更好的选项

这些孩子们的父母因为没有房子所以就一直没有交财产税，也就是说过去现在和将来，他们对学校一点支持也没有，但是地方政府不会因为他们没有交财产税就减少对学校的投入。现在有了销售税，地方政府希望会有别的办法能够保持对学校的投入，不过地方政府在做出下面的结论，即新收的税比以前少的时候就已经把这些人所能做的支持计算进去了，跟他们有没有房子一点也没有关系，不会因为他们没有房子就再多收他们一笔钱。所以说D根本无关痛痒。

In my opinion,I also select B.But my explain is the information tell us the time of the sale retails is current,but the time of Implemetation is after planning.So the result shows difference between planning and implemetation .The real sale result is a little higher than planning.
