窝迷惑得是B， 一个是完成时和过去时， between 过去得一段时间不是应该加完成时得嘛，额，

还有就是这个between 1876 and 1904得位置， 修饰部分应该紧挨着被修饰得部分， 可以着个时间段放在systems 是不是也可以呢，因为construction of 。。。systems 是个整体呢

应该是用一般过去式吧，如果要用完成时，现在完成时必须延续到现在，而过去完成时必须又相对的时间参照才行
