不一定，如：i bought a condo including (只能理解为which has, with) a huge kitchen. i toured 5 asian countries including china. 都没歧义。

我觉得上面的朋友解释的似乎有点小问题
这里的歧义在于including既可以做动词也可以做介词
1、whether Gilman called for urban apartment houses that included childcare facilities
这里的第一个whether，也就是歧义中意思的一种是指限制性定语从句，这里include是动词，意思就是带有这些设备的house
2、whether such facilities represent one variety of the urban apartment houses she wanted built.
第二个whether，歧义中意思的另外一种，including是介词，指such facilities是urban apartment houses中的一种
比如说evidence including A, B, and C这里中，A，B，C其实都是evidence，是跟前面的evidence平行的
例子有点举的不好，需要LZ再体会一下

我感觉作者原意应该是带有这些设备的house

有些题必须读懂意思，比如此题。换句话说，sentence correction本来就不是单纯的语法
