答案是A，我觉得A与B基本没有区别，如果非说有些不同，那应该是在范畴上，一个是usually，一个是some，大家是这样理解而得出答案的吗？ 我倒觉得B更好，因为plastic是biodegradable，这样替换之后不会变得更差，否则即使一些paper and cardboard不是bidegradable， 替换成plastic后，也不一定会变得更好，岂不是多此一举！

1。原文推理中最大的问题在于：不知道paper and cardbord 生物可降解性怎样。不知道这信息就无法下结论。B严格讲是OUT OF SCOPE。因为原文结论是用不能降解的塑料去替代。跟能降解的塑料无关。

2。原文意思：某地方通过减少借款利息的税收这种方式去鼓励借款，用存款利息征税的方式压制存款。但是，该地方实际是税收系统一贯支持存款多与支持借款。因为如果不是这样（即如果支持借款多），则。。。（答案应该是支持BORROWING多点，支持SAVING少点）。

又是双重否定，又是虚拟语气。太绕。很容易将人套进去。B正好相反。B是少支持BORROWING（BORROWING处理费应该无减免税）。A是少支持SAVING（拿去存款的那部分收入应该无减免税）。答案要少支持SAVING，即A。

仍然不太明白A后面半句的意思。从然而开始似乎是说“很明显，税收系统并不总是支持借款多过存款（即支持存款大于或等于借款），否则（即支持借款多过存款）就不会有纳税人收入部分的税收减免”，if any后面不确定是不是说“如果有（收入税收减免），那是用来增加纳税人的总存款的。”

A选项的 those portions有三个修饰成分， of a taxpayer’s income, if any（插入语）, 和that 定语从句。if any的意思为：如果收入中有部分拿去增加总存款的话（即收入中有拿一部分去存款的话）。所以A选项的意思（包括原文的no）：纳税人的收入中拿去增加银行存款的那部分钱应该没有减免税。
