觉得B答案的问题在：it is unnecessary to control the  substance which doesnot reach the north sea even though it can cause environmental damage

D) is not necessary because some toxic material might not reach North Sea at present, but will do in the future. So D) is too limited and too RESTRICTIVE.

B), on the other hand, is NECESSARY and not too RESTRICTIVE since for any substance to make the list, it has to cause environmental damage in one way or another.

论点：不能控制过度
论据：某种污水->环境问题->统一控制污水
漏洞：有的污水未必是导致环境问题的罪魁祸首，统一控制可能会导致这部分无辜的污水也一起控制了，属于控制过度。故应在控制的时候注意所控制的污水确实是罪魁祸首。
