这篇文章是关于financial transaction tax的，从不同角度论证了这个政策只能使得economic worse
1、提出solve problem有two ways： open wallet or borrow credit card
2、提出financial transaction tax这个概念
3、Germany 和 French两国要求实行该制度
4、BJ反对这个制度，认为无法解决problem
5、另外有人支持这个制度
6、swedish 不接受，但是GF两国议案被通过
7、有fracture in EU
8、Britain base of tax 使得必须solution worsen crisis
9、需要recapitalise banks ，是harm
10、引起problem grudging response ，产生problem bankruptcy of bank or treasuries；market or government 的问题，所以使得经济更worsen
