Teenagers are oftern priced out of the labor market by the government-mandated minimum-wage level because emplyers cannot afford to pay that much for extra help. Therefore, if Congress institutes a subminimum wage, a new lower legal wage for teenagers, the teenage unemployment rate, which has been rising rising since 1960, will no longer increase.

Which of the following, if true, would most weaken the argument above?

A Since 1960 the teenage unemployment rate has risen when the minimum was has risen.

我选了E但是答案是B,我怎么都想不明白啊....

E选项有occasionally,偶尔不等于全局,不能削弱结论的。
B可以理解为有因无果的削弱,工资不变不能导致失业下降。这个因和结论的因不一致,其实,但是用排除法也只能选它了。
