小弟的理解：首先题目想要achieve的goal是reduce maintenance time。maintenance包括repaint，而repaint可能在某些情况下需要先处理掉旧的涂装，也就是说处理旧涂装的过程需要占用maintenance的时间。这时B选项的答案就应运而生了，新方法在处理旧涂装的时候速度比老办法快，所以达到了reduce maintenance time的目的。一己之见而已哟，等待大牛拍砖。
