答案是E，可是lz觉得E根本没把主语交代清楚，is likely to的发起者不明确啊。根据OG的解释，这道题就是考是不是把executive交代清楚。

这题我当时也错了   记答案的   时态问题我通常都想不通

记住使用一般现在是的几个条件:1.可观规律和真理
                            2.政府行为决定、法律法规
                            3.科研成果、统计资料
第一个reduced的时间是1972，表达的是agreement产生的效果，用一般过去时
第二个are是说agreement的内容，属于第2点，所以用一般现在时

我是这么理解的，不知道大家是否认可~
