原因是比较不发生在主句中，而句子后半部分明显是对proportion进行比较的，比较的是电视费用占竞选费用的比例。

然后，proportion是个抽象的名次，跟地震那个不一样，地震是个实体名次才会有出现在不同时间地点而有歧义。这里更象economy cost这类的词。但由于时间不同，补出was以清晰化。下面是prep的一个题，可以体会一下这种补出。

因為比較對象是 a proportion 將比較級 greater 往前移動修飾proportion 更清楚,

此時如再保留it was可能誤導有其他主詞存在!

C 的时态肯定错了，注意那个previous,1992的比率是大于百分之五十，这个比例大于1992以前的，所以怎么能用现在完成时呢，至少用过去完成时。所以应该是A与B的纷争。

个人认为C的时态没有错. 因为虽然前面用的是accounted for....of 1992, 后面有到现在为止的意思(1992), 所以不需要用had. they 指代costs, have been 代替 accounted,  合理的完成了这一项比较.

我觉得这个题几个答案都不对。首先，这句话的主语是costs,所以我们应该用复数形式，因此，A,D,E 被排除了，B 若是改成 a great proportion than they did 就对了，至于C,时态不对，应该用过去时

个人认为C的时态错了，假设用完成时态的话后面不应该用any而是应该用any other将自己排除。这里用了any，就是不包括自己，也就是说是跟1992之前的在比。
