6. Newspaper editorial: In an attempt to reduce the crime rate, the governor is getting tough on criminals and making prison conditions harsher. Part of this effort has been to deny inmates the access they formerly had to college-level courses. However, this action is clearly counter to the governor’s ultimate goal, since after being released form prison, inmates who had taken such courses committed far fewer crimes overall than other inmates. C项取非,参加课程的人更倾向不犯罪,这个和参加课程与否没有关系,所以在现在没有课程参加的情况下,犯罪率还是低的。
A选项取非,不能参加课程可能过吓唬住人不犯罪,现在不能参加课程,人就可能不犯罪,所以犯罪可能下降。
