做题时选了D.看完讨论后更支持E.

While在这里为"尽管"之意,表转折.

分词应紧跟被修饰的名词或代词之后,而D中Plummeting紧跟service之后修饰service不对,应该修饰cost才对.

看了前面有关转折意思的解释，觉得E对

但现在想一想又是D了

为什么呢？

这里没有转折的意思

我记得在刘振民语法书上说过，正确选项中的意思不能和原句（也就是A）有偏离。这里A是Because of，所以最后的选项也因表示原因

当然还有其他选D的理由已经有人指出，我就不重复了

理由：
1，逻辑意思上根没有转折啊。
2，with ＋宾语＋宾补，独立猪革，不需要逻辑主语一致。
3，while后面has和are并列，别扭啊。
