[求助]疑惑一题 关于While的疑问

我觉得除了with有逻辑主语的问题以外，D中with后面的两个部分也不平行，and mobile phones becoming increasingly common,怎么看怎么别扭，既不是句子在with 后面也不是名词短语，不知道是什么东西。

理由很简单，ETS偏爱独立主个结构，而且D整个句子重心在后半部分，没有明显的语法/逻辑错误。

E选项while...and...，many people are now using... 1）有明显的时态错误，2）逻辑错误 3)while有歧义

看了这么多D和E的讨论，还是觉得这个题目挺迷惑人的。总结如下：

1.这个题目没有转折关系： when 引导的时间从句不正是修饰的"nights and weekend"?（没人关注这一点我觉得很奇怪） 选D是符合逻辑的：随着成本下降，电信公司推出晚上和周末不限时套餐，（所以）很多人利用这个时间打电话。

2.该句为何用in the last year 而不用last year? 表示该时段内持续性的plummet,支持D,with cost plummeting in the last year, 非常一致！

做题的时候很明确是D的，因为根据has...in the last year判断出E肯定错。可是看了这么多，觉得in the last year 和last year意思是很不同的，所以has...in the last year肯定对，而D中用in the last year为何不直接简为last year呢？

迷惑ing  为什么要有这么些怪题呢  看得我眼球抽筋  考试若碰到 那更要抽了
