偶选A. 根据A的意思, 如果80%的人都是在highway的非高峰时间段---说明还是小部分人---favor那个rail, 那么还是很有可能在高峰时间开车的人---大多数人---不favor那个rail的还是在high way上开自己的小车. 所以unlikely to achieve its goal of easing congestion.
