你的理解是从D的前半句推出来的，即，对假释的监管更加严格→假释会减少→本来可以假释的人不能假释了

假释的概念（很无奈的百度了）：假释，是对被判处有期徒刑、无期徒刑的犯罪分子，在执行一定刑期之后，因其遵守监规，接受教育和改造，确有悔改表现，不致再危害社会，而附条件地将其予以提前释放的制度。被假释的犯罪分子，在假释考验期间再犯新罪的，不构成累犯。

D所谓的对假释的监管更加严格，就是在考验期对那些放出去的人盯得紧点的意思。
