这题我在复习的时候又看到了，还是不知道为什么。
BD两项我觉得都是应该需要avoid的，但是答案既然选B，而且我看了大家的讨论帖，貌似没有几个人问D，那么就肯定是我的逻辑思维有问题了，所以请大家指点我一下。
我选的是D，我觉得D也很有道理啊，如果这个污染物质根本到不了北海，也就是说它对北海根本不会有什么污染了，那么你还要control它的排放，有什么作用呢？control它的排放对北海的环境保护有帮助么？我觉得没有诶，那么，他就是不必要的控制了吧？
求指点。

in order to avoid excessively restrictive controls 那就不能control太多, 所以有些就不能造成危害的就不control,只control那些确确实实能造成危害的.也就是B: any substance to be made subject to controls can actually cause environmental damage

而D是你是要展示:所有你要control的全部污染都到北海了,是不是应该推出,后果很严重,应该更加严格的控制呢? 反而不应该aovid.
反过来说: 如果不是所有的都流到北海,只有10%的类型的污染到北海,反而勉强能说通, 不需要那么 excessive的restrictive controls,只要控制那10%的类型就ok了

首先还是谢谢你。
不过你的解释有点绕啊，我不是很明白。
确实是我审题的问题，对threats这个词没有放在心上，Darth说的有理。
既然是一个threats，那么肯定现在实实在在是北海的一个危害了。

B明确那些确实可以造成污染的排放物，言外之意就是对没有污染的排放物不应加以限制

请问各位牛牛，这个题可不可以这么解释。就是说，uniform control是在于污染物的质量上，因此inorder to avoid exessively restrictive control也是在于污染物的质量上，只有B选项涉及到了污染物的质量，也就是说真正能造成环境污染的污染物才能被控制。其他选项跟质量都没关系。请问可以这么理解吗？
