A argument没有拒绝这目标，拒绝的是先提出来的一种措施
B 没说这个目标不能实现，否定一个方案后来不是又提出来一个方案
C题目也没说这个目标能实现 要能实现也得用第二个方案，而后面质疑的是第一个方案，所以肯定错
D说提出一个目标，而且很多正在争论的策略就是为了实现这个目标。后面也是对的，假如仍能耕地，农民不会卖地。因为这，提出第二个方案使地保持可耕，那么也就不会被作为住宅用地
E第二句话没说这种情况应该改变啊
