city with a population of 132000 is to be devided into 11 coting districts. no strict is to have a population that is more than 10 percent greater than the population of any other district. what is the minimum possible population that the least populated district could have

       x=11,000
关键是找到什么时候最小，其他十个地区的总和最大的时候，第十一个的人数就最小，考虑到没有一个地区比其他任何地区多10%那么就是说一个地区最多的人数就是十一个地区里最小的那个的1.1倍，让其它的地方都等于第十一个的1.1倍就行了，那就是最小值
