问如何解释? 那么在答题之前就可以运用数学知识大致判断一下:肯定是在所卖的新房中高价房多了.

A符合这个判断, C只是说过去三年价格上涨了,不能就此证明今年也涨了,何况C价格上涨的原因是increasing shortage of housing,而题中已经告诉大家人们都在观望,销售量是减少了.

C里面说：过去的三年，发生了价格的缓慢增长。就算这个趋势延续到现在，C只能解释一月份价格的缓慢增长。但题干说，今年一月份的平均价格是sharp increase，C是解释不了的。

A是对的，平均价格和总销量无关，是由销售出去的房子的贵贱比例决定的。A说贵的房子的购买者较少受房子总价的影响，（我觉得就是他们可以直接付款，不用贷款，所以不受利率影响）。既然贵房子的销售一如既往，而便宜房子的销售大大减少，那平均价格就上升了。

用自己的话说一遍：题目说一月的时候新房销售量降低了很多。据说是抵押税的降低，于是人们在观望。但是新房的平均售价上升了。（同意phil的，销售量和平均价格其实是没什么关系的）本来销售量就降低了，a说贵的没变，可不就是平均价格上升了么。
