It ignores the possibility that some of these legislators will represent public interests also.
It does not consider those legislators who do not stand at their own interests and benefits.

19.立法出于个人interest

说什么立法者立法是出于个人interest,但由于大多数立法都没能通过,所以个人的interest没办法成为法律。问weaken
其中一个选项说这个argument忽略了有些立法者代表其他人的心声。
另一个选项说此argument没有列出被否决法案的比例
如果這個的話,感覺是第一個
