参考答案：C
思路：
条件一：x=y同为正则可以，否则不等于，不充分。
条件二：x大于0，y完全未知，所以不充分。
然而两个条件合并，充分。
所以选C。
这个我想问 1 2结合的时候当x=y=1的时候成立 但是当x=y=2的时候就不成立了呀
为什么选择c呢？

I wonder if the question is about MEDIAN instead of MEAN, because the latter would not give you any inference except that the biggest number is no less than the MEAN and the smallest number is not more than the MEAN.  On the other hand, if you know the value of the MEDIAN of 127 numbers, then the MEAN is the value such that the number of terms having values greater than or equal to it is the same as the number of terms having values less than or equal to it. Therefore, 至多63人工资多于350,000, 至多63人工资低于350,000, 至少64人的平均工资多于或等于350,000, 至少64人的平均工资低于或等于350,000, are all correct statements.
