问题问的是:哪个选项可能让支持扩展禁烟法令的投票者产生误解?
除了B之外,其它选项从逻辑上都与扩展禁烟法令一致,B选项说郊区基本没有对公众开放的零售店和政府办公楼,那么将禁烟法令扩展到这些区域也就几乎没有意义,继而产生所谓的misleading..
