a certain city with a population of 132000 is to be divided into 11 voting districts, and no district is to have a population that is more than 10 percent greater than the population of any other district. What is the minimun possibly population that the least populated district could have?

如果平均，那么每个区是12000。

考虑极端情况，一区抽出一部分人，分给其他10个区，达到条件要求。设取出x人。

则有： 12000+x/10=(12000-x)*1.1

解得x=1000

所以最小区为，12000-1000=11000
