答案给的是A,但我觉得投资什么并没有说明regulation和growth的关系，相反我觉得e很好的说明了。
法规弱的地方的经济增长不比法规强的地方的经济增长低，不就说明了法规强会促进经济增长了吗？？？

a是正确的。投资和教育投入多，说明经济增长不是由于环保投入促进的

e不正确，题干讲的是是不是管治越多就经济越好，而不是是不是有管治经济就不好，是一个线性的问题不是一个是非的问题

其实我想只要理解了“This fact does not show that environmental regulations promote growth, however,…” 实际上的意思是” However, this fact does not show that environmental regulations promote growth” 问题就迎刃而解了
