所以试想为了要评估这个选择的话··就想知道是不是有其他好的方案啊（有我就换个发案不就解决了，虽然这个选项在只是选评价的时候不是最佳的）·，是不是方案创造的就业机会可以帮助到当地人，当地人会不会反对， 这些就业机会能不能不用这个方案（因为这个方案不好）？

B的话说elsewhere.题目中都说了这个方案选择在两者之间·~~对local的意见，与其他地方没有关系啊~
