Surburb就是郊区，村儿里~
城里想通过降租来吸引企业进驻，呵呵，应该是这样的

C的意思是不是，乡下已经比城里低了，所以城里降低没用啊？

是的，乡下很低了，所以城里即使降了也没什么吸引力。
