在这里有一个非常隐含的因果关系－－参加大专课程导致出狱后的犯罪减少。这样就要去掉可能的因果倒置，既本来这些人的犯罪倾向就少，才使这些人去上课。

我觉得通常当A发生，B也发生，所以A导致B，这种题都要考虑因果倒置。

题中说的是 为了减少犯罪率 政府要取消给在监狱中犯人提供的大学课程 可是 这一举动明显跟政府的目的相反 因为犯人从监狱中出来后 那些有上过大学课程的犯人比其它犯人犯的罪少

题中问的是这个逻辑的assumption

C说选择上大学课程的犯人犯罪的几率没有比其它犯人犯罪的几率低
所以上大学课程的犯人跟其它犯人就在同一条起跑线上了 所以 是大学课程改变了这些犯人 我觉得这就是正确答案。
