E 说的是现在的市场很小。而且我觉得就算要表达市场变大，已经和前面那个If these initiatives succeed in increasing the demand for solar-power generators in the United States 意义重复了

E从上文推不出来的，我觉得原文只是说“United States manufacturers currently produce most of the world's solar-power generators--most of which are exported to Europe.”，所以E项完全可以当做无关选项，因为压根就没提啊。一家之言，如有出入请指正。
