原文逻辑：number of new jobs > eliminated jobs +  pay for the new jobs higher than average====>结论市长要付更多的钱。
但这里的逻辑假设在于，如果哪些被取消的工作是付更低的薪水的，所以现在的工资总量比较小；
所以选D， 说明被cancel的工作工资不大。
