old regulation：只要检测到，就不上市
new regulation：若量过了某个标准（比如0.5）就不上市

那么A项是，1970前的技术，只有在量超过0.5时才有反应。所以old regulation也是只有在0.5或以上时才能被检测。
所以这个regulation相当于没改，所以TDX的量不会变更多。
