答案是A，我怎么感觉B才是正确

B说自从deregulation开始，（运行的）飞机的数量增加了25%
这个只能作为题干中“延误增加了25%”的一个原因，没有别的用处，不能削弱解决方案----解决方案是题干的最后一句话

A 正确答案，从飞机延误的原因入手，即因为坏天气和交通管制设备的负担过重，如果实行了题干最后一句话的解决方案，坏天气和设备负担过重还是会出现，并导致飞机延误，所以这个解决方案“更多的~~~必须分配到商业航线上去”实行了也是没有用的

我也看到了很多地方说A是正确答案，但是我有一点疑问，怎么都觉得A是无关选项，题目说从deregulation之后，航班的延误增多了，两者虽然不一定有因果关系，但是A陈述的是：有他因（天气和equipment）。
同学们，天气和equipment在deregulation之前和之后都是没有改变的因素，这说明，天气和equipment一直是造成航班延误的原因，而并非造成近期航班延误增多的原因。。
一点拙见，觉得这题没有答案，如果非要选的话，我会选B
