我不是牛牛。。只是菜鸟~
但是题目不是要支持哪个highway official’s proposal么所以可以读一下选项

A所探讨的问题是de-icing会造成桥的什么损坏并减少桥的寿命。原文探讨过一些关于这方面的问题,原文说
In the winter, ECC can be heated by passing an electric current through it, thereby preventing ice buildup
所以A先留着。

B所探讨的问题是严重的冰情会造成救护怎么怎么样的问题,原文没有涉及,所以扔掉。
C所探讨的问题是在冬天,冰在桥面上形成早于在路面上形成这方面的问题,原文没有说过冰在哪儿形成的早
这方面的问题,所以C扔掉。

D所探讨的问题除了这个什么桥以外,ECC还能在其他的什么构造上有作用这方面的问题,原文没说过ECC在其他地儿用这方面的问题,所以D扔掉

E所探讨的问题是如果ECC用的话。电流只会形成几次这方面的问题,第一个感觉是E选项原文有点关系。
但是比较一下A和E发现E代入原文后让旁观者感觉是在驳斥Highway Official的做法。而不是支持它。
所以选了A选项。

呵呵个人见解,亲再问问其他大牛牛巨牛牛什么啊。。

我觉得这种逻辑题找出两者矛盾就行 后者的意思就是说通电除冰不好是在于安装贵, 终究还是费钱。 所以削弱他就是说不比别的方法费钱就行了。
