答案选E哈,应该不难理解
但是请大家认真看看题干啊,它说的是Which of the following, if true, most seriously undermines the likelihood that the planned incentives, if implemented, will achieve both of the cited aims?
但是E选项只是削弱了减少污染这一个方面,不知道是不是E不够好,只是相对其他选项正确,还是有其他解释??

谢谢大家帮助,我也有同问,并没有说明经济没有增长
同时我觉得D选项也说明了这个问题,也削弱了,并且说明工厂的污染更严重。

D的内容和原文不一致。

D选项: The largest source of atmospheric pollutants in Torinia is not automobile emissions, but emissions from power plants

只要削弱了两个aims中的一个,也已经达到了目的。因为问的是Which of the following, if true, most seriously undermines the likelihood that the planned incentives, if implemented, will achieve both of the cited aims,而不是问undermine the likelihood that ... will achieve EITHER of the cited aims.

所以E已经达到了目的。

是这样  D只是说 power plant生产车造成污染
      而 E 说 生产和scrap车都会造成污染 比D削弱力更强
