答案是E。。。。。这个选项的意思我就没有看懂,我选的是A,我的理解是,因为首都更多车是在1993年以前生产的,所有没有这个装置(文中说了对1993以后的new cars 要求装)
那么自然,效果不明显啊~~为什么会是E????帮帮忙吧!!~~

老车的排放量不变,污染物的减少和增加都应该体现在新车的排放量上,除非文章说老车的排放量有增加的趋势
