我看到有人说选C不选A的原因是因为：检验假设最好的方法就是取非，对A取非并不能削弱结论。
但是，我觉得，结论是因为有fee,大家减少了垃圾，所以parkland就保存下来了。对A取非是大家不会减少垃圾的数量。这不正好就削弱了结论吗？

A选项只是对原文里的 Charging each household a fee for each pound of trash it puts out for collection will induce residents to reduce the amount of trasg they create;这句话的补充而已，就是A只是这句话的原因而以，而并不是额外的assumption。貌似是多余的。
