我碰到过，在今年GEORGETOWN的申请中。发信去问了，人家回信说理解中国的情况的，没有也没关系的。原文如下，希望对你有参考，

Thank you for your interest in the Georgetown MBA Program. It is not a problem for you to submit your transcript without an official grading scale. We have many Chinese applicants so our Admissions Committee members are familiar with the grading system in China. We look forward to receiving your applicaiton.
