在政府increas pension 之前，孩子一直都有给老人补贴，使得老人的生活已经达到了一定的水平，也就是E中所说的only by enough to provide them with a comfortable living.
政府的20%increase并不足够使这些老人生活达到更高的层次，也就是E中所说的 better off financially .
