Editorial:An arrest made by a Midville police officer is provisional until the officer has taken the suspect to the police station and the watch commander has officially approved the arrest. 觉得是D,答案为何是B?(因为recommend,所以1st是proposal?)

个人觉得选择B。 D的second 本身就是作者的judgement,并没有in spport of 什么作者要chanllenged的position.作者要chanlenged的是first.
