用卡车虽然比火车和船在通过隧道时慢,但是看总的SHIPPING TIME还要比隧道之外的其他时间消耗,这就要引入新的指标来进行对比,例如运行速度、装货的时间等

 没错,刚开始看很容易就选A了。
但是题目上:Therefore, to reduce shipping time,。。。。。就是为了要节省时间

请问D错在哪?是因为不直接与时间相关么?

可不可以这样推理  number of vehicles 影响conjested的程度,进而影响truck 的时间?

对,题干中已经讲到and trucks typically spend hours in traffic.  所以D选项说relatively constant in recent years这几年的时间都是相对稳定的,但这对评估是没有影响的,这几年可以一直都很慢。题目的关键是trains and barges 的“and”,也就是说火车和驳船都要用,货物先用火车运到channel (快),而后装上freight cars ,freight cars 再上barges(C选项问这步骤是否很耗时间),而后barges过河(1个小时)。这样很明确选C。
