D的意思是：从私家水源中取水使用的人的新发疾病比率并“未异常”偏高。

“未异常偏高”就是“正常”水平。

据个例子：小明吃的并不比常人多，也就是小明和常人的饭量差不多。

再提醒一句：别总用什么“双重否定=肯定”的所谓“技巧”去做题。会把你弄得更晕。扎根阅读能力才是正道。而且，“双重否定=肯定，但不等于抵消”。

     题目说最近high rate   了，意思是说以前也有，最近严重了
