我认为选D。

本题是归纳推断题，一切语义不明的都不选，违背原意的也不选。我们先用S代表Senator，D代表Democrat。第一句说了S不能在会议上发言，除非他/她是D，因此我们暂时认为只有D能够发言。第二句又说了D不可以同时是S又同时能在会议上发言，因此印证了S不能在会议上发言。
