没看懂结构，而且，没有转折和连词           答案是D

Other than "because of" is preferred over "On account of" when both are presented, A is a better answer.

A making....修饰有歧义，可以向前修饰law，也可以作状语修饰后边的句子。

on account of 和because of，我查了下，好像还是有微妙的区别，还是because of好点
