文中说了，基于目前的销售来看，3%的税收比财产税的征收总额小 。   那么为什么这么做不造成负面影响呢？b，那是因为预期的销售会增加，因为邻镇的人都回过来买，销售就增加了。b是很好的断桥型解释 。

e其实是无关 。这道题的重点是解决为什么看似收入减少，但是实际上并没有减少呢？
