A: Majority of 80% does not suffer highway jam. Thus weaken the argument.

B: Opinion of minority only
C: In the past 20 years, highway jam has been increasing. Thus, support the expansion.

GWD的题一般以前都讨论过的,建议多搜索一下

If choice A is true that most people regard their primary benefit as the less congestion during their highway commute, then still many people will drive to work even after the rail system is complete, therefore the expansion would be unlikely to achieve its goal of easing congestion.
